Head of Naftalan City Executive Power
Mammadiya Suleyman oghlu Mammadov was born in Baku, Azerbaijan, in 1989.
From 2005 to 2009, he studied at the Faculty of International Law of the Moscow State Institute(University) of International Relations, specializing in Law, and obtained a Bachelor’s degree.
From 2009 to 2011, he studied Business Administration at Regent’s University London, United Kingdom.
From 2015 to 2017, he pursued a Master’s degree in Economics at Moscow State University of Humanities and Economics, graduating with distinction.
In 2025, he completed a course on the Implementation of Public Administration Strategies at Harvard University, United States.
From 2013 to 2022, he held various diplomatic positions within the Ministry of Foreign Affairs of the Republic of Azerbaijan, including at the Embassy of the Republic of Azerbaijan in the Russian Federation and the Consulate General of the Republic of Azerbaijan in Istanbul, since July 2022, he has served in the Department of Territorial and Organizational Issues of the Administration of the President of the Republic of Azerbaijan, where he has held the positions of Senior Advisor and Head of department.
Throughout his professional career, he has participated in and organized numerous international-level events held both in Azerbaijan and abroad. In recognition of his active participation in the 29th session of the Conference of the Parties to the United Nations Framework Convention on Climate Change (COP29), held in Baku in 2024, he was awarded a Letter of Appreciation by Mr. Ilham Aliyev, President of the Republic of Azerbaijan.
He is a member of the New Azerbaijan Party. He is married and has two children.
